Unfortunately, Chihuahua is also one of Mexico's most conservative states. (The fact that it's right on the border with Texas is a mere coincidence.) However, you'll still find queer-friendly activities, restaurants, and hotels here -- and especially if you look in Ciudad Juarez, Chihuahua's biggest city. Just stick to the rivers and lakes of the immediate region, and you'll be safe and sound. The Mexican border is notorious for drug-related violence and kidnapping -- especially towards tourists -- but you'll be fine within the city limits. Of course, if you're truly adventurous, then you can travel to Paquimé, an adobe-filled ruin, and former Mexican trading settlement. Few things on this planet are simultaneously so beautiful and haunting.
That said, you'll still find plenty of entertainment in Juarez, where multiple queer bars and clubs await you in all parts of the city. You'll also find plenty of queer-friendly hotels nearby. Plus, this is Mexico, so you know the food is going to be good. Just make sure to come during Pride; or, if you miss that, then consider attending Pride in nearby Chihuahua or Camargo.
